The Senate of Virginia and Virginia House of Delegates adopted HB 5001 which will serve as the procedural resolution for the Special Session. Key provisions of the resolution are as followed:
- Legislation and joint resolutions carried over from the 2021 Regular Session will be considered. There are exceptions such as gubernatorial requests, bill introductions with unanimous consent, judicial elections, and certain commending or memorial resolutions.
- The Senate and House will vote on their budget proposals no later than Saturday, February 13, 2021.
- The Senate and House committees responsible for considering revenue bills of the other Chamber will complete this process no later than Wednesday, February 17, 2021.
- The Senate and House will not consider the Budget Conference Report earlier than 48-hours after receipt. The report must identify any nonstate agency appropriations, any item that was not included in the budget packages passed by each chamber, and any item that represents legislation that failed in either house during the Regular or Special Session.
- Neither Chamber will consider any conference reports or other legislation after February 28, 2021.
