Last Day Before Crossover

Today is the last day before "crossover," midnight deadline for each chamber of the General Assembly to act of bills that chamber.  Starting tomorrow, the bills that have been passed by their chamber of origin will "crossover" to the other chamber for consideration.  The days leading up to Crossover are some of the busiest days of the legislative session, as members of the House of Delegates and Senate of Virginia work at a frantic pace in an effort to act on all legislation before the end of the day on February 11. 

What is Crossover?: Crossover is the deadline for the House to pass House Bills and for the Senate to pass Senate Bills.   It is the last opportunity for bills to cross over from the House of Delegates to the Senate of Virginia and vice-versa. 

Why Does It Matter?: Crossover provides insight into which bills will be passed by the legislature and end up on the Governor’s desk.

What if a bill doesn’t crossover?: If a bill is not passed in its house of origin, it does not crossover and will not be considered by the other chamber.  Bills that have not been passed before crossover are dead.
