Update from the General Assembly 2/20/18

Today VSBA staff attended the meeting of House General Laws Subcommittee #4. Three bills of interest to the Association were discussed:


SB 124 (Black)This bill would allow any school district to invoke the current exemption from the prohibition against hiring, under certain circumstances, a school district employee who is related to a member of the school board. Current law limits use of the exemption to only those school districts located in Planning Districts 3, 4, 11, 12, 13, and 17. The bill incorporates SB 301, SB 345, SB 763, and SB764. VSBA supports this bill. The subcommittee recommended the bill for reporting (7-0).

SB 336 (Peake)This bill would require that every elected public body afford an opportunity for public comment during any open meeting. The bill would permit elected public bodies to choose the approximate point during the meeting when public comment will be received and to adopt reasonable rules governing the public comment portion of the meeting, including imposing reasonable restrictions on time, place, and manner. Such rules shall not limit public comment to only the submission of written comments. The bill would require that the notice given by any public body prior to a meeting include information as to the approximate point during the meeting when public comment will be received. VSBA spoke in opposition to this bill. The subcommittee recommended carrying the bill over to 2019 and referring it to the FOIA council.

SB 512 (Suetterlein)This bill would exclude student telephone numbers and student personal email addresses contained in scholastic records from the mandatory disclosure provisions of the Virginia Freedom of Information Act. The subcommittee recommended reporting the bill (6-0).

VSBA staff also attended and tracked meetings of Senate Finance and House Appropriations as they continue to discuss their individual budget proposals.
